I don't know how driven or ambitious etc. you are. However, you could pick up some developer skills and bring that wish to fruition.

1. You get a certain amount of credits to work with every day.
2. You will have to be specific in your descriptions and use patience.
3. Sound may not exactly be satisfactory, unless you provide your own audio files.
4. You will have to be content with playing the game in your browser. You could ask the AI to either create a progressive Web app so you can play it off-line when no connection is available, or you could ask the AI to create the game for you in HTML format, but you will need an HTML Editor to run the file. Fortunately, there are three apps allowing you to do that.

Unfortunately, accessible cooking games are very scarce, and free ones even more so. My first thought was the old Maverick Software games, because I thought I had remembered some of them being free at one point. As of right now, almost all of them are at least $0.99, however, Cupcake Detective is free. I have to warn you, it's not easy to use, (which is very frustrating considering that I remember the paid Cupcakes, Bake and Decorate app being very accessible. Anyway, I'm getting off-topic). I fiddled around with it for a bit, using a combination of clicking random buttons to see what would happen, using screen recognition, and turning off VoiceOver to tap the center of the screen, and got as far as mixing the ingredients in the bowl. Maybe you will have more patience and luck than I did.

If you have Facebook, I'd recommend joining the Mobile Accessible Games group. A while back someone posted a cooking game they made with AI and someone else recently just made a post about looking for testers for their new cooking game.

I still have this on my phone and believe it's still around and accessible despite not being updated in many years. Honestly one of my favorites--simple and sweet, but very good at the one thing it's trying to do. It does cost a dollar but it's well worth that imho. Same for many of their other games. I remember More Breakfast being a particular favorite of mine, along with More Holiday Dinner.
